Sure you can 'set up' tactics.
A tactic is - as you said - a pre-'defined' strategy to apply in situation it was created for. With that said, Tactics CAN be set up in q3. And Quake3 isn't just 'pick up the red armor and frag people'. Watch some demos, and come back when you've done your homework.

Ignore the naysayers, Quake Live is great and still has time to improve. People are just mad because they're getting something a bit different, which 'obviously' makes it inferior. I highly doubt you'll notice a difference in the gameplay of Quake Live and Quake 3 unless you've played Q3 extensively already.

No of curse they are people whos member of some clan called "taCt1caL" and rather sit down with pen and paper when they train q3, and they are those who does not need tactics to time pickups and predict airrockets.

Oh, no, it's another fanboy! You need to understand the two games are very, very different. In CS, because aiming performance does not need to be exceptional, all of the top players have approximately the same aiming skill. The difference in skill is elsewhere---prediction, awareness, communication, teamwork, tactics.
